About the Position: This position is located in the Resource Management Division, Management Analysis Branch, Tripler Army Medical Center, Hawaii.
Authorized 12.25% Cost of Living Allowance (COLA), which is subject to chane without notice.
Salary includes applicable locality pay or Local Market Supplement.

Conduct comprehensive management surveys of organizational segments within Tripler Army Medical Center (TAMC).
Perform necessary preliminary planning including study of a variety of background material, mission, functional, and procedural data of related operations, as well as applicable regulations, manuals, etc.
Observe indications of lack of clear understanding of lines of authority, production bottlenecks, delays, work applications, unnecessary functions, adherence to regulations, procedures, and general compliance with governing policies.
Study and evaluate procedures, personnel utilization, space problems, forms, etc.
Conduct studies of special problems and render staff advisory service.
Management studies require intensive analysis, a thorough knowledge of interrelated medical and administrative functions of the command, as well as a good knowledge of the impact and need for coordination with operating, headquarters, and staff organizations.
Complete special projects and management studies.
Assigned as primary or alternate program manager for several management programs (e.g. Internal Control, Commercial Activities, Army Ideas for Excellence, and Space Management).

Experience required:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: (1) utilizing Microsoft Excel in applying analytical and evaluate techniques (2) using qualitative and quantitative analytical techniques (i.e. work measurement, task analysis and job structuring, productivity charting, determining staff to workload ratios (e.g., span control), organization design, and flowcharting of work processes; (3) utilizing healthcare automated database systems or equivalent, to extract data and create reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Completion of a Ph.D. or equivalent degree or completion of three full years of progressively higher level graduate education leading to such a degree or an LL.M. in course work directly related to this position. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
Combinations of successful completed education and specialized experience described above may also be used to meet total qualification requirements at the GS-11 level.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
